This program supports:

Who Can Apply?
You may qualify for a Francophone Mobility work permit if:
✔️ You speak French at an intermediate level
You must demonstrate speaking and listening skills at NCLC level 5 or higher. This can be shown through:
- A French language test (TEF, TCF, etc.)
- Or proof that you studied in French
✔️ You have a valid job offer outside Québec
The job can be in provinces like Ontario, British Columbia, Alberta, Manitoba, Nova Scotia, and more.
✔️ Your job is in almost any occupation
Positions from TEER 0 to 5 qualify — from highly skilled roles to entry-level jobs.
Only certain lower-skilled agricultural jobs are excluded.
✔️ You meet general work-permit requirements
This includes having a valid passport, being admissible to Canada, and submitting required documents.
What Does the Employer Need to Do?
Your employer has a small but important role:
- Submit the job offer through the Employer Portal using exemption code C16
- Pay the $230 employer compliance fee
- Provide you with the Offer of Employment number, which you will need for your application
This process is much easier than an LMIA — one of the reasons employers love this program.
How Does the Worker Apply?
As the applicant, you will:
- Apply online for your work permit
- Upload proof of French proficiency
- Include the employer’s Offer of Employment number
- Provide passport and identity documents
- Complete biometrics and a medical exam if required
Work permits are usually issued for the full length of the job offer (or until your passport expires). They can be extended if the job continues.
Can My Family Come With Me?
Yes — and this is one of the biggest advantages of the Francophone Mobility Program.
- Your spouse or partner may qualify for an open work permit, allowing them to work for any employer in Canada
- Your children can study in Canada, either in school or at the post-secondary level
This program supports family reunification and makes settling in Canada much easier.
Is This a Pathway to Permanent Residence?
While this work permit is not a direct PR program, it creates strong opportunities for those planning to stay in Canada long-term.
